義大利各級政府的通過出售1歐房產，來換取各國人民購買維護該國美麗而偏遠的房產，從意想不到的角度得到了認可---一些義大利人開始出面主張政府掠奪並拋售了他們的房產。
按照義大利的法律規定，房產所有者（或繼承人）有義務對資產進行維護，以防止對第三方造成損害，如果未能維護公共安全，會在不支付154歐元到929歐元的行政制裁後被沒收房產。
所以問題的癥結在於，部分偏遠的房產甚至是城市，在外國人移入維護活化資產後，讓那些資產有了超過了929歐元（最高行政罰款）的價值。
