美國CDC宣告大幅放寬完全接種疫苗者限制
CDC’s Big Mask Change Went From Science to Secret to Surprise

基於近47％的美國人口已接種至少一劑Covid-19疫苗，36％的美國人口已達到完全接種，美國CDC宣布了在美國完全接種疫苗的人可以在室內與室外大多數的環境中卸除口罩。雖然這僅是美國一地的成就，但是從產業復甦的角度來說，影響力是屬於全球性的，後續有幾點值得留意：

1. 美國CDC的研究與決策數據僅基於接種Moderna或Pfizer。
2. 此前有說法認為印度變種病毒可以繞過疫苗抗體保護，CDC的舉措與聲明等於否定了這個說法，亦即各國產業復甦速度仍取決於疫苗取得能力。
3. 目前東亞國家疫苗接種率多數不足人口的5%，僅中國為13.6%(Bloomberg 5/16數據)，後疫情期中國經濟的恢復速度會相對較快。
4. 美國當地反對論者批評，CDC沒有為未接種疫苗但不戴口罩的人提供任何準備。這是事實，但不失為推動疫苗接種的方式，相信Get vaccinated or wear a mask until you do，將會是全球許多人都必須面對的選擇。

47%에 가까운 미국 인구는  최소 1제 Covid - 19 백신을 접종하고 있으며, 36%의 미국 인구는 이미 완전 접종을 받았다. 미국 CDC는 미국에서 백신을 완전히 접종한 사람은 실내와 실외 대부분 환경에서 마스크를 제거할 수 있다고 발표했다. 비록 이것은 미국 한 지역의 성과일 뿐이지만, 산업 회복의 측면에서 볼 때 영향력은 전세계적인 것이다. 다음 몇 가지 유의할 점이 있다.

1. 미국 CDC의 연구와 결정 데이터는 단지 Moderna나 Pfizer 접종에 근거한다.

2. 예전에 인도 변종 바이러스가 백신 항체 보호를 피해갈 수 있다는 주장이 있었고 CDC의 조치와 성명등은 이를 부정한 것으로 나타났다. 즉, 각국 산업의 회복 속도는 백신 취득 능력에 달려 있다.

3. 현재 대부분 동아시아 국가 백신 접종율은 인구의 5% 미만이고 그중에 중국만 13.6% (Bloomberg 5월 16일의 데이터)에 이른다. 포스트 코로나 시기에 중국 경제의 회복 속도가 상대적으로 빠르다.

4. 미국 현지 반대론자들은 CDC가 백신을 접종하지 않은 사람이나 마스크를 착용하지 않은 사람에게 아무런 준비를 제공하지 않았다고 비판했다. 이는 사실이지만 백신 접종을 추진하는 방식이 될 수 있다. ‘백신을 접종하거나 마스크를 착용하는 것’(Get vaccinated or wear a mask until you do )은 전 세계적으로 많은 사람들이 직면해야 할 선택이 될 것이다.

米国の人口の約36％がワクチン接種を完了、47％が少なくとも１回目の接種を終えている。この事実を踏まえて、米疾病対策センター（ＣＤＣ）は、ワクチン接種済みの人は屋外および屋内の大半の場所でマスクの着用が不要になると発表した。これは米国だけの成果だが、産業の回復という観点から見れば、その影響力は全世界に及ぶ。ここで注目すべきポイントがいくつかある。

1、米CDCの調査と意思決定は、ModernaまたはPfizerの接種データのみに基づいている。

2、以前に新型コロナウイルスのインド型変異株がワクチンを回避できるという懸念があったが、CDCによる今回の措置はそれを否定した。つまり、各国の産業回復速度は、依然としてワクチンを入手できる能力にかかっているということだ。

3、現在、東アジア諸国のワクチン接種率は5%未満で、中国だけが13.6%だ（Bloomberg 5月16日の時点)。ポストコロナ時代に、中国経済の回復速度は比較的早いだろう。

4、反対意見がある人たちは、CDCが接種を受けていないがマスクをつけていない人たちのためにいかなる準備もしていないと批判した。それは事実だが、ワクチン接種を促進する方法として、「Get vaccinated or wear a mask until you do」は、世界中の多くの人が直面しなければならない選択になると信じている。

Based on the fact that nearly 47% of the U.S. population has received at least one dose of Covid-19 vaccine and 36% has reached full vaccination, the CDC announced that people who are fully vaccinated in the U.S. can remove their masks in most indoor and outdoor occasions. Although such achievement only exists in the United States, from the perspective of industrial recovery, the influence is global. There are several follow-up points worth paying attention to:
1. The US CDC's research and decision data are only based on inoculation with Moderna or Pfizer.
2. Previously, there was a saying that the Indian variant virus can avoid the protection of vaccine antibodies. CDC's actions and statements are equivalent to denying it, in other words, the recovery speed of industries in various countries still depends on the ability to obtain vaccines.
3. At present, most of the vaccination rates in East Asian countries are less than 5% of the population, and only China reached 13.6% (Bloomberg's data on 16 May ). China's economy will recover relatively quickly at post-pandemic era.

4. Local opponents in the United States criticized that the CDC did not provide any preparations for people who were not vaccinated and did not wear masks. This is true, but it is a method to promote vaccination. "Get vaccinated or wear a mask until you do", we believe it's a choice that people worldwide has to deal with.
