海擇短評 Haize Comment：
世事變化迅速，我們也沒想到海擇資本會這麼快的更新中概股赴美的會計底稿議題。
近期美國SEC(Securities and Exchange Commission)主席Gary Gensler對外強硬談到中國必須完全披露審計底稿才能讓上市公司留在美國的證券交易所，用詞尖銳。僅僅一天，中國就以匿名方式對Bloomberg回應，告知最早將在今年年中對大多數中概股全面披露審計底稿(full access to auditing reports)，彭博則用罕見的讓步(rare concession)來形容中方的回應。這件事後續有幾個觀察點：
1. 中國非常認真地看待赴美上市議題，可說是中國國務院金融委員會在3月16日表態帶給投資人信心後，外界理解優先級別最高的舉措。
2. 妥協也表明了中國願意在經濟面臨眾多挑戰之際，平衡國家安全與投資人/企業的需求。
3. 雖然美國近期在金融戰殺紅了眼，也成果斐然，但如果中國全面讓步，對中概股在美國上市似乎沒有再啟釁的理由。

최근 Gary Gensler 미국 SEC(Securities and Exchange Commission) 위원장은 중국은 반드시 회계감사문서을 전면적으로 공개해야만 상장회사가 미국에 남아 상장할 수 있다고 강경한 어조로 날카롭게 지적했다. 하루 만에 중국은 Bloomberg에 익명의 방식으로 응밥했다. 중국은 올해 중반에 대부분 뉴욕 증시에 상장된 중국 기업의 회계감사문서(full access to auditing reports)를 공개할 수 있을 것이라고 밝혔다. Bloomberg은 중국의 대응이 보기 드문 양보(rare concession)라고 평가했다. 다음은 앞으로 관찰해야 할 요점이다.
1. 중국은 미국에 상장하는 문제를 매우 중시한다. 이는 중국 국무원 금융안정발전위원회가 3월 16일 이후 투자자 신뢰 회복을 위해 취한 최우선순위 조치인 셈이다.

最近、米証券取引委員会（SEC）委員長Gary Gensler氏は、中国企業が米国の証券取引所に留まるためには、監査文書を完全に開示しなければならないと鋭い言葉で述べた。わずか1日後、中国はBloombergに匿名で回答し、早ければ今年中に米国で上場する多くの中国企業が監査文書(full access to auditing reports)を全面的に開示することを許可すると伝えた。ブルームバーグはこれを異例の譲歩(rare concession)と表現した。ここで観察に値するポイントがいくつかある。

The world is changing rapidly, and we did not expect that Haize Capital would update the issue about accounting papers of US-listed China concept stocks so quickly.
Recently, Gary Gensler, chairman of the U.S. SEC (Securities and Exchange Commission), said that China must fully disclose audit papers to allow listed companies to keep their listings in US, the tone is tough and sharp. In just one day, China responded anonymously to Bloomberg, telling Bloomberg that it would give U.S. regulators full access to auditing reports for most Chinese firms listed in New York as soon as mid-this year. Bloomberg described China's response as a rare concession. Here are a few follow-up observations:
1. China takes the issue of listing in the United States very seriously. It can be said that it is the highest priority measure after the Financial Committee of the State Council of China announced its position on March 16 to bring investors confidence.
2. The compromise would also show China’s willingness to balance national security concerns with the needs of investors and businesses at a time when its economy faces numerous challenges.
