U.S. CDC Says Vaccinated People at Low Risk

低風險的定義是：國際旅行出發前不需要測試，除非目的地國家/地區要求進行測試，也不必在返回美國後隔離檢疫，但應在登機回程之前進行測試。

1. 美國旅遊行業的恢復速度將會快速提振。接下來的問題是，各國是否願意對美國完全接種疫苗的遊客提供免隔離待遇。這點我們認為各國政府很快就會從善如流。

2. 美國接種疫苗的速度還會更快。原本對疫苗抗拒或排拒的人民，因為無法承擔出行與旅遊的隔離成本，也會被迫選擇接種疫苗。

3. 美國以外的群體免疫時間也會提前。基於疫苗民族主義，疫苗的生產國都以自保為優先，隨著美國群體免疫，下一個會是歐洲。

미국 질병통제예방센터 (CDC) 은 여행 제안 (travel guidance) 을 갱신하고 백신을 완전히 접종 한 사람을 저위험으로 구분했다.

저위험의 정의는 국제 여행 출발 전에 테스트할 필요가 없고, 목적국/지역이 테스트를 요구하지 않는 한 미국으로 돌아가 격리 검역을 할 필요는 없지만 비행기 탑승 후 귀국하기 전에 테스트를 해야 한다는 게 저위험의 정의다.

질병관리국의 공고는 세가지 영향을 미치게 된다.

1. 미국 여행업계의 회복 속도가 훨씬 빨라질 것이다. 다음은 각국이 미국 내 백신 완전접종을 원하는 관광객에게 검역면제 대우을 주느냐다. 우리는 각국 정부들이 이것을 곧 실시할것이라고 생각한다.

2. 미국에서 백신 접종 속도가 더 빨라질 것 같다. 백신에 항거하거나 거부하던 국민들은 관광 검역비용을 감당할 수 없어 어쩔 수 없이 백신을 맞게 된다.

3. 미국을 제외한 집단에서도 면역 시간이 앞당겨진다. 백신의 민족주의에 기초한 백신의 생산국은 자신의 국가를 보호하는 것이 우선이며, 미국의 집단 면역이 확보되면 다음 차례는 유럽이 될 것이다.

The CDC has updated its travel guidance to classify fully vaccinated people as low-risk.

The definition of low risk: For international travel, people don’t need a Covid test unless it’s required by their destination country and don’t need to quarantine once back in the U.S., but should be tested before boarding a return flight.

The CDC’s announcement will have three effects:

1. The recovery of the US tourism industry will be quickly boosted. The following question is whether other countries were willing to offer quarantine-free treatment for fully vaccinated tourists in the United States. We believe that other governments will soon follow the correct way.

2. The rate of vaccination in the United States will be even faster. People who originally resisted or rejected vaccines will also be forced to accept it because they cannot afford the quarantine costs of travel.

3. The time for herd immunity outside the United States will also be advanced. Based on vaccine nationalism, vaccine-producing countries all prioritize themselves. With herd immunity in the United States, Europe will be the next one.
